Annapolis, Md. - Governor Wes Moore of Maryland revealed a strategic move to address the integration of artificial intelligence (AI) in state governance and to fortify cybersecurity. The governor signed an executive order, outlining fundamental principles to ensure responsible and ethical AI utilization in state affairs.
In a news conference, Governor Moore stated, "These announcements mark the beginning of our work, not the end, and we look forward to partnering with the General Assembly to move forward on legislation centered on AI." The governor emphasized the necessity for a proactive approach, acknowledging that AI and cybersecurity, although intimidating to some, are already integral to modern technology.
Governor Moore drew an analogy, likening the initiatives to updating software in a rapidly changing world. He highlighted the disparity between the frequent updates in personal technology, such as smartphones, and the stagnant governmental systems: "How can we win the next decade if the tools we have are from the last decade?"
The executive order underscores the importance of fairness and equity in AI usage within the state. It acknowledges the potential perpetuation of harmful biases by AI systems and directs state agencies to take steps to mitigate these risks. Furthermore, the order emphasizes preserving individuals' privacy rights while ensuring secure data handling in compliance with all applicable laws and regulations.
To oversee the implementation of these principles, the executive order establishes an AI subcabinet tasked with creating guardrails for agencies' use of AI. Katie Savage, Secretary of the Maryland Department of Information Technology, expressed anticipation for "responsible and productive use of AI in Maryland" and emphasized that the executive order is just the initial step in a more extended collaborative effort with the General Assembly.
In addition to the AI-focused initiatives, Governor Moore unveiled the creation of the Maryland Cybersecurity Task Force. This task force aims to bring together cybersecurity experts from various state departments to develop a comprehensive, whole-of-government approach to cybersecurity. Other technology-related initiatives include the establishment of a Maryland Digital Service to support website and application redesigns and the implementation of a new digital accessibility policy to ensure equal access to state-procured and developed information technology and services for state residents.
